The Operator Who Lost His Hearing on the Press
A punch press operator worked at a stamping plant for 15 years. He wore earplugs (sometimes). At his annual hearing test, he had 40 dB of hearing loss at 4 kHz — the classic “notch” from impulse noise. The press ran at 85 strokes per minute, each stroke a 110 dB impulse. The regulation said “above 85 dB, hearing protection required.” The plant supplied earplugs. The operator said he “wore them when it was loud.” The press was always loud. The 40 dB notch was permanent. The root cause was not missing earplugs — it was missing noise control at the source. The press should have been enclosed, or the operator should have been moved to a remote station. Earplugs are the last line, not the first.
Noise exposure is a safety issue that accumulates over years. Here is how to manage it.
The Dose: 85 dB(A) Over 8 Hours
Hearing loss from noise is dose-based. The standard limit (OSHA, EU) is 85 dB(A) over an 8-hour shift. Every 3 dB above that halves the allowable exposure time. At 88 dB, 4 hours. At 91 dB, 2 hours. At 97 dB, 30 minutes. An impulse (a single press stroke at 110 dB) is even more damaging because the ear does not have time to recover.
The first step is a noise survey. A sound level meter ($500–1000) measures the actual dB(A) at the operator’s ear. Do not guess — measure. The press that caused the hearing loss was 95 dB at the operator position. At that level, the allowable exposure is under 2 hours. The operator was there for 8.
The Hierarchy: Source > Path > Receiver
As with all hazards, control at the source first, not the receiver (the earplug):
- Eliminate/reduce at source: Enclose the press, use a quieter punch, isolate vibration, use mufflers on exhausts. A 10 dB reduction at source halves the perceived loudness.
- Reduce the path: Put a sound barrier between the noise and the operator. A remote operator station in a quiet room.
- Receiver (PPE): Earplugs or earmuffs. This is the last resort, not the first.
The press that caused the hearing loss had no enclosure. The operator was standing 1 meter from a 95 dB machine. An enclosure (a box around the press with a viewing window) would have dropped the level to 80 dB at the operator — below the action level. Earplugs were the only “control” because the source was never addressed.
The noise rule: Measure first (dB(A) at the ear), reduce at source (enclose, isolate), then put a barrier, then PPE. Never rely on earplugs alone. The press operator’s 40 dB notch was the result of treating PPE as the solution.
Impulse vs Continuous Noise
Continuous noise (a fan hum at 85 dB) and impulse noise (a press stroke at 110 dB peak) are different. Impulse noise damages the inner ear faster, even at lower average levels. A press line needs a peak measurement (C-weighted), not just an A-weighted average. If the peak exceeds 140 dB, hearing damage is immediate and irreversible.
Hearing Protection: attenuation and Fit
When PPE is needed, the rating (NRR, SNR) tells you the attenuation — but the real attenuation depends on fit. A poorly inserted foam earplug delivers 10 dB instead of the rated 30 dB. Training matters: roll, insert, hold. Earmuffs are more forgiving but do not seal over eyeglasses (the leak around the temple destroys the attenuation). A dual protection (plugs + muffs) adds about 5 dB — not double.
A Noise Survey Checklist
- Measure dB(A) at every operator position with a sound level meter.
- Measure peak (C-weighted) for impulse noise (presses, hammers).
- Identify positions over 85 dB(A).
- For each, try source reduction (enclosure, muffler, isolator).
- Then path reduction (barrier, remote station).
- Provide fitted hearing protection for the rest.
- Train on proper insertion (foam plugs).
- Issue annual hearing tests; track shifts in threshold.
- Post noise signage where exposure exceeds limits.
- Re-survey after any machine change.
